The current set is made for Adobe Lightroom and Adobe Camera Raw. The product download includes the files and installation guidance; check the product notes before purchasing if your Adobe setup is unusual or very old.

No—and that is the point. A strong preset gets color, contrast, and tone moving in the right direction while leaving exposure, white balance, and local decisions in your hands.
